Kehoe votes to increase Marijuana fines

The California Senate recently approved S.B. 797, a bill that would more than double the fine for possession of less than an ounce of marijuana, from $100 to $250. The bill, which has just arrived in the California Assembly and will soon be assigned to a committee, would also allow prosecutors to downgrade a first offense from a misdemeanor to a criminal infraction.

The predominantly Queer San Diego Democratic Club overwhelmingly endorsed City Councilmember Donna Frye for mayor in the July 26 special election to replace Dick Murphy, whose resignation from the mayor’s office takes effect July 15. Despite concerns raised by Gay & Lesbian Times publisher Michael Portantino — who appeared at the meeting and claimed that a handful of Queer Democrats, including some club members, had held a private meeting aimed at recruiting another major Democrat to run — Frye won the votes of 54 of the 58 club members present.

Sharon Johnson, homeless services coordinator for the city of San Diego, spoke to the activist organization Citizens in Support of Homeless People at their regular meeting May 24 and discussed a radical new program called "Housing First" — a way of dealing with chronically homeless people by giving them a living space and twice-a-week visits from case managers instead of forcing them into highly structured shelter programs that don't work for them. But other people at the meeting talked about the city's increasingly punitive anti-homeless policies, and Johnson herself admitted she's probably about to lose her job due to the city's budget crisis.

About 100 people with disabilities and their supporters staged a protest Tuesday, May 24 downtown against Governor Arnold Schwarzenegger's proposed cuts to state services for people with disabilities. Many of the participants used wheelchairs, carried blind canes or used guide dogs. Schwarzenegger's proposals include slashing the fees Medi-Cal pays doctors for treating people with disabilities, cutting the pay of In-Home Supportive Services (IHSS) workers who provide personal care and housework that allow people with disabilities to live at home instead of nursing homes, and denying people with disabilities the promised cost of living adjustments (COLA's) to the SSI pensions on which they live.

Donna Frye (file photo) City Councilmember Donna Frye made a surprise appearance at the April 28 meeting of the predominantly Queer San Diego Democratic Club. She said she definitely would run in any election to fill the term of lame-duck Mayor Dick Murphy and pleaded with club members to lobby the City Council to schedule an election as soon as possible instead of filling the vacancy with an appointed interim mayor. The Council will consider the question Monday, May 2 at 11 a.m. The meeting's program also included a discussion of the same-sex marriage issue and a report from Jess Durfee, former club president and current chair of the San Diego County Democratic Central Committee, on the likely candidates for Mayor.
