Prior to his Presidency the only national office Lincoln ever held was a seat in Congress from 1846 to 1848. His principled opposition to the U.S. war against Mexico destroyed his chances for re-election and delayed his political career for a decade. In this letter to his law partner, William H. Herndon, he makes clear his belief in the Constitutional conception that only Congress can declare war and his utter contempt for the idea that the Constitution contains an implied power on the part of the President to launch pre-emptive attacks against Mexico, Canada, Viet Nam, Iraq or any other country.
